Keeping skills current
12 hrs/yr -- Virginia codifies the federal floor explicitly: 'Nurse aide inservice training shall consist of at least 12 hours per anniversary year' (12VAC5-371-260.F), with state-specified required topics (infection prevention/control, care of cognitively impaired residents, resident rights, restraint alternatives, Heimlich maneuver, pressure-sore prevention, and others).
Stepping into the role
State overlay on 42 CFR 483.152 (18VAC90-26-30): the program coordinator/primary instructor must hold a current unrestricted Virginia RN license (or multistate privilege), with >=2 years of experience as an RN and >=1 year of direct client-care or supervisory experience in long-term-care services; instructional personnel must complete >=12 hours of teaching-adults coursework (or equivalent prior teaching experience) plus a refresher course every 3 years; in a facility-based program the Director of Nursing may serve as coordinator but may NOT do the classroom, skills-lab, or clinical teaching.

Two agencies. The Virginia Board of Nursing (Dept. of Health Professions) approves nurse-aide education programs and their coordinators/instructors (18VAC90-26). The Virginia Dept. of Health, Office of Licensure & Certification, enforces the nursing-facility staff-development/in-service rules (12VAC5-371).
