New York

In New York, the nurse who leads staff education and training is commonly known as a Staff Development Coordinator / Nurse Aide Training Program Coordinator and Primary Instructor. It’s a valued, higher-responsibility role — and we can help you prepare for it and grow your long-term-care career.

New York has no distinct 'Director of Staff Development' credential — that title is unique to California. Under 10 NYCRR 415.26(d), a New York nursing home runs a DOH-approved Nurse Aide Training Program staffed by a Program Coordinator (an RN with ≥2 years of nursing-home experience plus adult-teaching competency) and a Primary Instructor (an RN with ≥1 year of nursing-home experience); the facility designates these RNs and DOH approves the program, not the person. Nurse aides must get at least 6 hours of in-service every 6 months (12 hrs/yr), meeting the federal floor of 42 CFR 483.95. To take on the role, a qualifying RN simply meets the regulation's experience/teaching criteria and is designated by the facility — there is no separate individual license or certificate to earn.

How the role works in New York — official details

Commonly called
Staff Development Coordinator / Nurse Aide Training Program Coordinator and Primary Instructor
State credential
No distinct state credential — the facility designates the role.
Keeping skills current (in-service)
Meets the federal floor but structured state-specifically: 10 NYCRR 415.26(d)(8) requires each certified nurse aide receive at least 6 hours of paid in-service education in every 6-month period (= 12 hrs/yr, matching 42 CFR 483.95), with content driven by the annual performance review and special resident needs (e.g., cognitively impaired residents).
Qualifying for the role
State overlay (more setting-specific than the generic federal LTC rule): the NATP Program Coordinator must be an RN with at least 2 years of nursing-home experience plus demonstrated adult-teaching competency, and the Primary Instructor must be an RN with at least 1 year of nursing-home experience plus adult-teaching ability (10 NYCRR 415.26(d)(1)).
State approval & process
No separate personal state credential or 'DSD' certificate to apply for. The New York State Department of Health approves the facility's Nurse Aide Training Program (the program, not the individual); the facility then designates RNs who meet the 415.26(d)(1) coordinator/instructor experience-and-teaching criteria.
Where to check the official rules
New York State Department of Health (Division of Nursing Homes and ICF/IID Surveillance; Nurse Aide Registry) — nursing homes licensed under 10 NYCRR Part 415
