In Utah, the nurse who leads staff education and training is commonly known as a NATCEP Program Coordinator / Primary Instructor. It’s a valued, higher-responsibility role — and we can help you prepare for it and grow your long-term-care career.

Utah has no distinct 'Director of Staff Development' credential. A nurse steps into the coordinator/instructor role by meeting Utah Admin. Code R432-45 -- an RN (coordinator) or licensed nurse (primary instructor) with two years of experience, one in long-term care -- and, as a real Utah overlay, completing a UNAR-approved 'Train-the-Trainer' program (or demonstrating teaching competence) before the training program is approved. In-service for aides follows the federal 12 hours a year (R432-150-9); the registry piece is run by UNAR under the Department of Health and Human Services, with the RN license verified through DOPL.

How the role works in Utah — official details

Commonly called

No distinct state credential — the facility designates the role.
Keeping skills current (in-service)
Follows federal 12 hrs/yr. R432-150-9(6)(b) requires the facility to conduct regular performance reviews and regular in-service education so aides remain competent; no additional state hour count identified.
Qualifying for the role
State overlay on 42 CFR 483.152 (R432-45-8/-9/-10): the Program Coordinator must be an RN with an active Utah license in good standing with DOPL, >=2 years nursing experience with >=1 year in long-term care / caring for the elderly or chronically ill, plus >=3 hours of documented consulting time per month; the Primary Instructor must be a licensed nurse with the same 2-year / 1-year experience; and BOTH must complete a UNAR-approved 'Train-the-Trainer' program (or demonstrate teaching competence) before the NATCEP is approved.
State approval & process
No standalone DSD credential. Before a NATCEP is approved, UNAR must approve the named Program Coordinator and Primary Instructor, they must complete the Train-the-Trainer requirement, and program staff with direct patient access must clear background checks. The staff-development role itself is designated by the facility.
