In Idaho, the nurse who leads staff education and training is commonly known as a In-Service / Staff Development Coordinator. It’s a valued, higher-responsibility role — and we can help you prepare for it and grow your long-term-care career.

Idaho has NO distinct 'staff development director' credential — DSD is a California title. Idaho's NATCEP, run by the Department of Health and Welfare (Bureau of Facility Standards), follows the federal floor (42 CFR 483.151–.154); the facility applies to DHW to operate a program and names an approved program director and primary instructor (an RN who may not be the facility's Director of Nursing). Ongoing in-service follows the federal 12 hrs/yr (42 CFR 483.95), and the state SNF rules (IDAPA 16.03.02) add orientation and an ongoing in-service program. A nurse takes on the role by facility designation, plus DHW instructor approval if they will teach the aide course — there is no separate certificate to earn.

How the role works in Idaho — official details

Commonly called
In-Service / Staff Development Coordinator (facility job title); NATCEP 'Program Director' and 'Primary Instructor' for the aide course
State credential
No distinct state credential — the facility designates the role.
Keeping skills current (in-service)
Follows federal 12 hrs/yr (42 CFR 483.95). State SNF rules (IDAPA 16.03.02) require orientation of new nursing-service employees and an ongoing in-service education program, but set no higher numeric annual total.
Qualifying for the role
Federal RN rule applies (42 CFR 483.152: RN with 2 yrs nursing experience, at least 1 in long-term care, or a qualified train-the-trainer). Idaho overlay: the entity applies to DHW to operate the aide course, each program director and instructor is listed and approved, and DHW guidance states the primary instructor may not be the facility's Director of Nursing. The 120-hour course (80 classroom + 40 clinical) follows the federal NATCEP standard.
State approval & process
No separate state 'DSD' approval. The facility designates the in-service/staff-development coordinator. To also teach the aide course, the entity and each instructor must be approved by DHW's Nurse Aide Program.
