Becoming a Staff-Development Leader in New Mexico

Every skilled nursing facility needs a nurse to lead its orientation and in-service education, and the core skills are the same across the country. New Mexico

In New Mexico, the nurse who leads staff education and training is commonly known as a CNA-training program instructor. It’s a valued, higher-responsibility role — and we can help you prepare for it and grow your long-term-care career.

New Mexico has no Director of Staff Development credential. The CNA registry and nurse-aide training approvals moved to the New Mexico Health Care Authority's Division of Health Improvement on July 1, 2024, and the state expressly follows the federal NATCEP rules (75-hour course with at least 16 clinical hours). Long-term-care facilities must provide orientation and quarterly educational programs under 8.370.16 NMAC, but there is no state overlay adding instructor experience or an individual staff-development certificate. A nurse takes on the role by meeting the federal RN instructor standard (2 years' experience, 1 in long-term care) and having the facility's program approved by the HCA; the facility designates the in-service coordinator.

How the role works in New Mexico — official details

Commonly called
CNA-training program instructor (RN); facility in-service education coordinated by nursing leadership
State credential
No distinct state credential — the facility designates the role.
Keeping skills current (in-service)
8.370.16 NMAC (§27(F)) requires facility educational/in-service programs to be conducted quarterly but sets no state-specific annual hour count above the federal minimum — follows the federal 12 hrs/yr (42 CFR 483.95). Orientation is required before assuming duties and completed within 30 days (§27(E)).
Qualifying for the role
No separate state instructor-experience overlay was located; New Mexico relies on the federal 42 CFR 483.152 standard (primary instructor must be an RN with 2 years' nursing experience, at least 1 in long-term care), with training programs approved by the HCA Division of Health Improvement.
State approval & process
No separate state DSD credential — the NATCEP training program is approved by the New Mexico Health Care Authority (Division of Health Improvement), and the facility designates whoever coordinates in-service/staff development. The nurse simply meets the federal RN instructor criteria.
