Approval to serve as a Director of Staff Development is granted by the California Department of Public Health, not by your employer. The instrument is a single application — and most of the delay people hit with it is avoidable, caused by the wrong form going to the wrong place or by a submission that was incomplete on arrival. Here is the whole thing in order.
Which form — and this is where people go wrong first
There is a second form that looks almost identical and is not interchangeable. A program delivered online or by distance learning uses CDPH E279, and it goes to the eLearning Review Unit instead. Sending the 279 to the eLearning unit, or the E279 to the Training Program Review Unit, is one of the most common causes of a stalled application. Confirm which one your situation calls for before you fill anything in, and always download the current revision directly from CDPH rather than reusing an old PDF — the revision date matters.
Before you open the form: what to have ready
The application asks you to establish three things — that you are licensed, that you have the experience, and, on one of the two pathways, that you have the education. Assemble the evidence for each before you begin, because a submission that asserts them without backing is the kind that comes back marked deficient.
- Your active California nursing licence. LVN or RN, in good standing. Have the licence number and status to hand.
- Your experience, documented. Which of the two § 71829(d) pathways you qualify under decides what you need. Pathway (d)(1) rests on a year of direct patient care in long-term care plus a year planning and evaluating nursing education; pathway (d)(2) rests on two years as a licensed nurse, at least one in direct patient care in a nursing facility. Keep a clear record of your roles, dates and settings.
- Your education, if you are on pathway (d)(2). That route requires 24 hours of continuing education in planning, implementing and evaluating educational programs in nursing. This is the piece a DSD course completes, and having the certificate in hand before you apply removes the one prerequisite you can control entirely on your own.
- A current resume. Section 71829 has the Department review a resume as part of approval, and your facility keeps a copy on file. Make it accurate and complete; it is not a formality here.
Where it goes, and who decides
The application is a submission to the Department — the approval is the Department's to give, which is worth internalising because it means your employer cannot simply appoint you and be done. A facility must, separately, notify the Department within thirty calendar days of employing a new Director of Staff Development or Instructor, and keep your resume on file. Those are the facility's obligations; the application is yours.
The review clocks
Section 71829 sets two timeframes, and planning around them keeps you from chasing an answer that is not due yet:
- The Department replies within thirty calendar days as to whether your submission is complete or deficient. This first reply is not the decision — it is the completeness check, and it is the one a missing document delays.
- A final decision follows within sixty calendar days.
A short pre-flight checklist
- Confirm whether you need CDPH 279 (Training Program Review Unit) or CDPH E279 (eLearning Review Unit).
- Download the current revision from CDPH; do not reuse an old file.
- Have your active LVN/RN licence details ready.
- Document your experience against the pathway you qualify under.
- Attach your 24-hour education certificate if you are on pathway (d)(2).
- Include an accurate, current resume.
- Submit to the correct unit, and expect the 30-day completeness reply before the 60-day decision.
